The Cooks River Alliance sought to transform a fragmented urban waterway stretching from Yana Badu in the upper catchment to Kamay (Botany Bay) into Sydney’s premier recreation destination. Despite serving hundreds of thousands of residents across four local government areas, the Cooks River functioned primarily as drainage infrastructure, with fragmented access, underutilised recreation potential, and inconsistent investment along its length. McGregor Coxall developed a strategic Multi-Criteria-Decision-Making (MCDM) framework to consolidate more than 220 existing council strategies and masterplans into a defensible, fundable activation programme. The study positioned paddling and the established Cooks River Cycleway as the backbone of an integrated recreation network, addressing the fundamental challenge: translating long-standing ambition into implementable, prioritised action that results in a connective spine.

The catchment presented interconnected technical, governance, and social challenges. Across the 90% urbanised corridor, water quality constraints limited water-contact activities in upper reaches, whilst the tidal estuary offered immediate paddling potential. Rail infrastructure created critical connectivity gaps that forced users onto busy roads, preventing families and less confident cyclists from accessing the river. Historical contamination across Canterbury–Tempe corridors required careful management during infrastructure improvements. The Alliance faced a governance fragmentation: four councils had each developed masterplans independently, but the river operated as a single ecological and social artery. Without a transparent, evidence-based prioritisation framework, investment risked remaining piecemeal and inequitable, failing to address the spatial distribution of demand or deliver catchment-wide benefit.

McGregor Coxall applied a structured Multi-Criteria Decision Analysis (MCDA) methodology anchored to three strategic pillars: Healthy Waterway, Recreation Destination, and Country and Culture. The team conducted a comprehensive literature review of 221 documents supplied by member councils, extracting 168 candidate projects. Six weighted spatial criteria assessed each project’s activation potential: passive recreation, active recreation, population demand, equitable use, blue–green grid connection, and population movement. Projects were scored across these pillars using normalised geospatial data (canopy coverage, pedestrian density, flood risk, contamination constraints, transport access). Stakeholder workshops validated assumptions and tested community priorities. An expert design review applied qualitative judgment to technical rankings, evaluating project pairing opportunities, network continuity, and implementation readiness. This two-stage process combined rigorous quantitative analysis with professional design intelligence.

The methodology distilled 168 projects into a priority shortlist of 8 implementable interventions, each paired with high-level concept designs, indicative budgets ($120,000 to $1,500,000), and funding eligibility mapping. The shortlist prioritises connectivity as the primary activation lever: pedestrian and cycle bridges at strategic river crossings (Brighton Avenue, Second Avenue, East West Wolli Creek), boardwalks closing critical path gaps, and a catchment-wide wayfinding strategy linked to cultural interpretation. The framework is designed to deliver compound network value—each improvement in connectivity increases utility of the entire corridor, drawing more users and extending dwelling time. The approach targets equitable distribution across the four councils, with projects serving both densely populated centres and underserved neighbourhoods. By embedding Aboriginal cultural narratives within the wider signage strategy and centring the Goolay’yari Partnership principles, the activation framework integrates recreation with environmental health and cultural governance. The transparent, repeatable methodology enables member councils to progress implementation with stakeholder confidence and to screen future opportunities using the same evidence base.
